The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins or to blended fabrics generically. The exemption is origin-specific and applies solely to the nine listed countries; a consignment from any unlisted origin — including transit or re-export through an exempted country — arriving without a valid Pre-Shipment Inspection Certificate will be detained pending testing, attracting demurrage and ground rent.
