The most common error on this tariff line is assuming that a test report issued by a laboratory in the exporting country satisfies the requirement without verifying that the laboratory holds accreditation recognised under General Note 10. A report from a non-accredited facility is treated as non-compliant at the bill of entry, leading to consignment detention and demurrage until a conforming PSIC is produced; origin alone — even from an exempt country — does not waive the overall PSIC requirement for composition and other parameters.
