The single most common error on this tariff line is assuming that the azo-dye exemption extends to countries beyond the nine listed origins. A consignment from an unlisted country arriving without a PSIC or a valid TC/CSRTI test report will be detained at the port of import pending production of the certificate; detention accrues demurrage and ground rent, and re-export is the outcome if the deficiency cannot be rectified. Even for exempt origins, the exemption covers azo-dye testing only — compliance with all other PSIC parameters remains required.
