Of polyester staple fibres, plain weave
Woven polyester-cotton blended fabric, plain weave, lightweight
HSN 5513 21 00 (Of polyester staple fibres, plain weave) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. All textile and textile article imports must meet this testing requirement, with country-specific exemptions applying to nine named origins only.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, confirming the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins not listed as exempt.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must produce the PSIC before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most frequent error on this tariff line is assuming that a country-of-origin exemption from azo-dye testing dispenses with all PSIC requirements entirely. The exemption under General Note 10 covers azo-dye testing only; a test report or PSIC covering other prohibited hazardous dye parameters may still be required depending on the consignment. Consignments arriving without adequate documentation are detained at the port of import pending submission, attracting demurrage and ground rent.
