HSN 5511 20 00 (yarn of synthetic staple fibres, containing less than 85% by weight of such fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). The most frequent error on this tariff line is assuming the country-of-origin azo-dye exemption extends beyond the nine listed countries. A PSIC omitted on the basis of an incorrectly assumed exemption results in consignment detention pending post-import testing, with demurrage and ground rent accruing at the port. The exemption applies to the country of manufacture, not the country of the exporting trader.
