HSN 5511 10 00 (yarn of synthetic staple fibres, containing 85% or more by weight of such fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). The most common error on this tariff line is assuming the azo-dye exemption applies to all shipments routed through an exempt country when the goods actually originate elsewhere. The exemption is origin-based, not transit-based; a consignment of yarn manufactured outside the nine exempt countries but shipped via, say, an EU hub retains the full PSIC requirement. Filing without a valid PSIC for a non-exempt origin triggers detention and demurrage pending laboratory clearance.
