The most common error on this tariff line is assuming the azo-dye exemption applies to all shipments routed through an exempt country when the goods actually originate elsewhere. The exemption is origin-based, not transit-based; a consignment of yarn manufactured outside the nine exempt countries but shipped via, say, an EU hub retains the full PSIC requirement. Filing without a valid PSIC for a non-exempt origin triggers detention and demurrage pending laboratory clearance.
