HSN 5506 40 00 (Of polypropylene) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The most frequent error on this tariff line is treating the country-of-origin azo-dye exemption as a full waiver of the PSIC requirement. The exemption applies only to the azo-dye testing component; a PSIC confirming absence of other prohibited hazardous dyes remains mandatory for all origins, including the nine exempted countries. Presenting only a certificate of analysis that is silent on the full General Note 10 hazardous-dye panel will result in consignment detention at customs.
