Acrylic or modacrylic synthetic staple fibres, carded or combed
HSN 5506 30 00 (Acrylic or modacrylic) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Importers from origins outside the named exempt countries must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that a certificate of composition or a standard quality report substitutes for the PSIC from an accredited laboratory. Only a PSIC from an exporting-country accredited laboratory or a test report from the Textile Committee or CSRTI satisfies General Note 10; a generic mill-issued certificate of conformity is not an acceptable substitute and will result in consignment detention at the bill-of-entry stage.
