Polyester synthetic staple fibres processed for spinning
HSN 5506 20 00 (Of polyesters) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 of the ITC (HS) policy. All textile and textile article imports must be accompanied by a PSIC or valid test report from an accredited laboratory certifying absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing dispenses with the PSIC entirely. The exemption is limited to the azo-dye test component; a PSIC or equivalent test report addressing other prohibited hazardous dye parameters remains mandatory regardless of origin. Presenting only a country-of-origin certificate without the PSIC at the bill of entry will result in consignment detention pending document rectification.
