Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins except the listed exempt countries.

  2. 2
Verify the country of origin before shipment: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing, but the PSIC covering composition and other mandatory parameters remains required even for these exempt origins.

A word of counsel

The most common error on this tariff line is assuming that country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption is confined to the azo-dye testing parameter only; a Pre-Shipment Inspection Certificate covering all other prohibited hazardous dyes and composition parameters remains mandatory for all origins. Arriving without a compliant PSIC exposes the consignment to detention at the port of entry pending production of the required document.
