Synthetic filament tow of acrylic or modacrylic fibres
HSN 5501 30 00 (Acrylic or modacrylic synthetic filament tow) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement under General Note 10 of the ITC (HS) policy. The PSIC must confirm the absence of prohibited hazardous azo dyes and is to be issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption is confined to the azo-dye testing parameter only; a Pre-Shipment Inspection Certificate covering all other prohibited hazardous dyes and composition parameters remains mandatory for all origins. Arriving without a compliant PSIC exposes the consignment to detention at the port of entry pending production of the required document.
