Synthetic filament tow of aramid fibres
HSN 5501 11 00 (Of aramids) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes for all textile and textile article imports. Testing exemptions apply only to consignments originating from designated countries under General Note 10 of the ITC (HS) policy.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption for listed countries operates as a blanket waiver of the PSIC requirement. The exemption is dye-test-specific; a PSIC addressing other parameters under General Note 10 remains required regardless of origin. Consignments presented without a valid PSIC or test report are liable to detention at the port of import pending documentary compliance.
