A word of counsel

The azo-dye testing exemption is origin-specific and non-transferable: goods manufactured in a non-exempt country but transshipped through an exempt country do not qualify for the exemption. Consignments arriving without a valid PSIC or test report from a recognised laboratory are liable to detention at the port of import pending documentary rectification, and the cost of demurrage and ground rent accrues against the importer.
