Imports from countries outside the designated exempt list must present a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

- Test report from Textile Committee
- ITC (HS) policy declaration from DGFT

- 2Upload the PSIC or test report in e-Sanchit at the time of filing the bill of entry. Note that the azo-dye testing exemption applies only to imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins require a full PSIC.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The azo-dye testing exemption is origin-specific and non-transferable: goods manufactured in a non-exempt country but transshipped through an exempt country do not qualify for the exemption. Consignments arriving without a valid PSIC or test report from a recognised laboratory are liable to detention at the port of import pending documentary rectification, and the cost of demurrage and ground rent accrues against the importer.
