DGFT CLEARANCE

HSN 5408 33 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) for all textile imports under General Note 10 of the ITC (HS) Schedule. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.

Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous dyes. This document must accompany the bill of entry for all origins not listed as exempt.

  2. 2
Verify the country of origin against the azo-dye testing exemption list before shipment. Testing for azo dyes is waived only for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom; all other origins must present a compliant PSIC at the bill of entry.

A word of counsel

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption covers azo-dye testing only; the PSIC must still be obtained from an accredited laboratory or TC/CSRTI certifying absence of other prohibited hazardous dyes. A consignment arriving without the PSIC — even from an exempt origin — is liable to detention at the port of import pending compliance.
