The most common error on this tariff line is assuming that origin-country exemption from azo-dye testing removes the PSIC requirement entirely. The exemption applies only to azo-dye testing; other mandatory parameters of the Pre-Shipment Inspection Certificate remain in force for all origins. A consignment arriving without a valid PSIC or TC/CSRTI test report — even from an exempt origin — is liable to detention at the port of import pending document production.
