Woven fabrics of artificial filament yarn, yarn-dyed
HSN 5408 23 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement applies to all exporting countries except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to the PSIC requirement as a whole. The exemption is narrowly confined to azo-dye testing only; a PSIC from an accredited laboratory or a valid Textile Committee test report remains required for all origins. Presenting only a commercial-lab certificate of analysis in lieu of an accredited-laboratory PSIC results in consignment detention pending document cure.
