If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, a PSIC covering other composition and safety parameters remains mandatory. The most common error on this tariff line is assuming the azo-dye exemption for listed countries extends to the PSIC requirement as a whole. The exemption is narrowly confined to azo-dye testing only; a PSIC from an accredited laboratory or a valid Textile Committee test report remains required for all origins. Presenting only a commercial-lab certificate of analysis in lieu of an accredited-laboratory PSIC results in consignment detention pending document cure.
