The most frequent error on this tariff line is assuming the azo-dye testing exemption for listed countries eliminates the PSIC requirement altogether. The exemption is narrow — it covers only the azo-dye component of the PSIC — and the full Pre-Shipment Inspection Certificate for absence of other prohibited hazardous dyes remains required from all origins; consignments arriving without a compliant PSIC are detained pending rectification, attracting demurrage and ground rent.
