Parachute fabrics of high tenacity nylon or polyester yarn
HSN 5407 10 11 (Parachute fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the listed exempt countries must supply a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The exemption from azo-dye testing is origin-specific and not product-specific: a consignment of parachute fabrics originating in, or transhipped through, a country not on the listed nine-country exempt list requires a full Pre-Shipment Inspection Certificate even if the fabric is otherwise freely importable. Importers sourcing from mixed-origin supply chains or via intermediary hubs in non-exempt countries must confirm the actual country of origin before relying on the exemption; a mismatch triggers consignment detention and re-testing at the importer's cost.
