HSN 5407 74 00 (Printed woven fabrics of synthetic filament yarn) is subject to import policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Import Policy. A Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying the absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) Policy for most origins.

The most common error on this tariff line is assuming the azo-dye testing exemption applies globally because the fabric is sourced through a third-country intermediary. The exemption is tied strictly to the country of origin as declared on the bill of entry, not to the country of export or the intermediary's location. A consignment originating in a non-exempt country but routed via an exempt country remains subject to the full PSIC requirement, and absence of the certificate at out-of-charge results in detention and ground rent accumulation.
