HSN 5407 73 00 (Of yarns of different colours) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI must be furnished at the bill of entry.

The most frequent error on this tariff line is assuming that the azo-dye exemption for listed countries covers all PSIC requirements. The exemption is limited to azo-dye testing only; other composition and hazardous-substance parameters in the PSIC mandate remain applicable even for exempt-origin shipments. Presenting a certificate that omits non-azo parameters for a non-exempt origin results in consignment detention at the port of import pending a compliant test report.
