The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all documentation requirements — the PSIC covering fibre composition, construction, and other General Note 10 parameters remains required even for exempt origins. An absent or non-conforming PSIC at the bill-of-entry stage results in consignment detention and potential demurrage, regardless of the exporting country's exemption status on azo-dye testing.
