The most common error on this tariff line is assuming that a general textile test report covers the full hazardous-dye requirement: the PSIC must specifically certify absence of all prohibited hazardous dyes, not merely azo dyes. Additionally, the azo-dye exemption is origin-specific — suppliers from non-listed countries frequently tender reports limited to azo dyes, which customs will treat as non-compliant, triggering consignment detention and demurrage at the port of entry.
