Artificial monofilament, strip and like of artificial textile materials
HSN 5405 00 00 (Artificial monofilament of 67 decitex or more; strip and the like of artificial textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous dyes under General Note 10. Imports from origins outside the specified exempt countries must be accompanied by a test report from an accredited laboratory or the Textile Committee or CSRTI.

- 2If the origin country is not among the azo-dye-testing-exempt nations — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and United Kingdom — ensure the PSIC explicitly covers azo-dye testing. The most common error on this tariff line is assuming that a general composition test report satisfies the hazardous-dye requirement: the PSIC or test report must explicitly certify the absence of prohibited azo dyes, not merely state fibre composition. Importers sourcing from multiple origins in a single shipment must verify the exempt-country status of each origin separately; a mixed-origin consignment where even one origin is non-exempt requires azo-dye certification for that component, and the absence of the requisite test report exposes the entire consignment to customs detention.
