HSN 5401 10 00 (Sewing thread of synthetic filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) for azo-dye compliance under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing dispenses with all PSIC requirements. General Note 10 exempts only the azo-dye test for the nine listed countries; other prohibited-dye parameters and composition testing obligations under the PSIC regime remain in force regardless of origin. A consignment arriving without a compliant PSIC is liable to detention at the port of entry pending regularisation.
