HSN 5301 29 00 (Other processed flax, not spun) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a textile-specific azo-dye testing requirement under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly because the supplying country is a trading partner with India — the exemption is a closed nine-country list, and origin is determined by the country of manufacture, not the country of shipment or the port of loading. Transshipment through an exempt country does not confer the exemption; a consignment of non-exempt origin arriving without the accredited-laboratory test report will be detained at the bill of entry stage pending documentary compliance.
