Flax, raw or retted (unprocessed flax fibre)
HSN 5301 10 00 (Flax, raw or retted) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Imports of textile and textile articles must comply with the azo-dye testing requirement under General Note 10 of the ITC (HS) policy, with a country-specific exemption applying to specified origins.

The most common error on this tariff line is assuming the azo-dye exemption applies broadly because the fibre is unprocessed. General Note 10 exempts only the nine listed countries — any other origin, including processing hubs that re-export flax, requires a full azo-dye test report from an accredited laboratory. A missing test report results in consignment detention at the port of import pending remedial documentation.
