Wool or fine animal hair yarn, retail put-up
HSN 5109 90 00 (yarn of wool or fine animal hair put up for retail sale) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy. Azo-dye testing exemptions apply for imports originating from specified countries only.

The most common error on this tariff line is assuming the azo-dye exemption applies on the basis of the exporter's nationality rather than the country of origin of the goods. A consignment manufactured in a non-exempt country but shipped via an exempt country does not qualify; country of origin as declared on the Certificate of Origin governs, not the port of shipment. Presenting a PSIC that omits the specific prohibited-dye panel — rather than a full hazardous-dye screen — will fail customs verification and result in consignment detention pending re-testing.
