Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all textile and textile article imports under General Note 10 of the ITC (HS) policy.

  2. 2
Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom alone are exempt from azo-dye testing; all other origins must furnish the PSIC or valid test report without exception.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for the listed nine countries covers all hazardous-dye parameters in General Note 10. The exemption applies to azo-dye testing only; a PSIC or valid test report addressing other prohibited hazardous dyes remains mandatory for all origins, including the exempt countries. Presenting a certificate that is silent on non-azo prohibited dyes at the bill-of-entry stage will cause customs to detain the consignment pending a conforming document.

Frequently asked
Does HSN 5109 10 10 require BIS certification?
No, hosiery wool yarn put up for retail sale is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally through the hazardous-dye PSIC requirement under General Note 10.
Which laboratories are authorised to issue the PSIC for this tariff line?
The certificate must be issued by an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or Central Sheep and Wool Research Institute (CSRTI) laboratory is accepted in lieu, per DGFT Public Notice 14/2023 dated 14-06-2023.
Does the azo-dye testing exemption for the EU and listed countries remove the PSIC requirement entirely?
No. The exemption covers azo-dye testing only; a PSIC or valid test report certifying absence of all other prohibited hazardous dyes under General Note 10 of the ITC (HS) policy is still required even for imports originating from the nine exempt countries.
