HSN 5108 20 00 (Combed yarn of fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous dyes under General Note 10. Imports from countries outside the notified exempt group require PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends beyond the nine listed countries. An origin not on the exempt list — including major textile exporters in Asia — requires a PSIC regardless of the importer's internal quality assurance records. Uploading a buyer's internal test report in place of an accredited-laboratory certificate is treated as non-compliance at the bill-of-entry stage, and the consignment is detained pending submission of a conforming document.
