Carded yarn of fine animal hair, not for retail sale
HSN 5108 10 00 (Carded yarn of fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The most common error on this tariff line is assuming that the azo-dye testing exemption applies universally. The exemption covers nine named countries only; consignments from any other origin — including re-exports or transshipments through an exempt country — must carry an explicit azo-dye-absence certificate. A PSIC that covers only fibre composition or other physical parameters but is silent on hazardous dyes will not satisfy General Note 10, and the consignment will be detained pending a conforming test report.
