The most common error on this tariff line is assuming that the azo-dye testing exemption applies universally. The exemption covers nine named countries only; consignments from any other origin — including re-exports or transshipments through an exempt country — must carry an explicit azo-dye-absence certificate. A PSIC that covers only fibre composition or other physical parameters but is silent on hazardous dyes will not satisfy General Note 10, and the consignment will be detained pending a conforming test report.
