HSN 5105 39 00 (carded or combed fine or coarse animal hair, other) is subject to Wildlife Crime Control Bureau (WCCB) oversight, with a mandatory CITES Certificate required at the bill-of-entry stage for species-protected animal hair covered by the Convention on International Trade in Endangered Species. The Directorate General of Foreign Trade (DGFT) import policy and a Pre-Shipment Inspection Certificate for azo-dye absence under General Note 10 apply as additional clearance requirements.

- 2Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country certifying the absence of prohibited azo dyes, unless the shipment originates from an exempt country. The most common error on this tariff line is assuming that all animal hair — because it is processed (carded or combed) — falls outside CITES controls. Processing does not extinguish the CITES obligation if the source species is listed; the CITES Certificate must reflect the processed product and the exporting country's CITES management authority endorsement. A consignment arriving without document code 626000 uploaded in e-Sanchit will be detained at port pending WCCB review, accumulating demurrage and ground rent.
