The most common error on this tariff line is assuming the azo-dye exemption applies on the basis of the exporter's nationality rather than the certified country of origin of the goods. A consignment manufactured in a non-exempt country but shipped through an exempt country does not qualify; customs officers verify the origin declaration against the Certificate of Origin, and a mismatch triggers detention and a request for a full pre-shipment test report at the importer's cost.
