Combed wool in fragments
Combed wool in fragments, carded or combed wool
HSN 5105 21 00 (Combed wool in fragments) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. Imports of textile and textile articles from origins outside a defined exempt-country list must be accompanied by testing certification from an accredited laboratory.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Azo-dye test report from exporter
- ITC (HS) policy declaration to DGFT
- 1Obtain a Pre-Shipment Inspection Certificate or valid test report from an accredited laboratory of the exporting country certifying the absence of prohibited azo dyes. This requirement applies to all origins except the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Ensure the bill of entry is accompanied by documentation confirming the country of origin, as the azo-dye testing exemption is origin-specific. Consignments from non-exempt countries without a valid test report are liable to detention pending clearance.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally. The exemption is available only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; consignments from all other origins without a Pre-Shipment Inspection Certificate will be detained at the port of entry, attracting demurrage and ground rent until the documentation gap is remedied.
