HSN 5105 31 00 (Carded or combed cashmere goat wool) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate covering azo-dye absence is required under General Note 10 of the ITC (HS) policy, with a country-specific exemption applicable to imports from nine listed origins.

The azo-dye testing exemption is origin-specific and not a blanket waiver for all textile imports: cashmere consignments from any country outside the nine listed origins require a PSIC regardless of the exporting supplier's internal quality assurance. Presenting a supplier's own certificate of conformity in place of an accredited-laboratory test report does not satisfy General Note 10, and customs may detain the consignment pending a compliant document.
