HSN 5103 30 00 (Waste of coarse animal hair) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, requiring a Veterinary Health Certificate and Certificate of Analysis at the bill-of-entry stage. Import of waste is additionally governed by Para 8(B) of the General Notes of the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) and must comply with Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

The most common error on this tariff line is treating the AQCS Health Certificate as the sole clearance and overlooking the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 overlay that applies to all waste imports under Para 8(B) of the General Notes. Consignments arriving without the Rules 12 and 13 compliance documentation are liable to detention and ground rent pending regularisation, which is not available as a matter of right for hazardous waste categories. Both document codes — 853AQ1 and 001AQ1 — must be uploaded in e-Sanchit independently; the absence of either is treated as a missing PGA clearance.
