Wool noils, waste of wool or fine animal hair
HSN 5103 10 10 (Noils of wool) is subject to Animal Quarantine and Certification Services (AQCS) clearance, with a mandatory Veterinary Health Certificate and Laboratory Certificate of Analysis required at the bill of entry. Import of waste materials under this tariff line is additionally governed by Para 8(B) of the General Notes to the ITC (HS) Import Policy and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, administered by the Directorate General of Foreign Trade (DGFT).
- Health Certificate from AQCS
- Veterinary Health Certificate from exporting country
- Laboratory Certificate of Analysis from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain a Veterinary Health Certificate issued by the competent authority of the exporting country and upload it in e-Sanchit under document code 853AQ1 before filing the bill of entry. Additionally, upload the Laboratory Reports or Certificate of Analysis under document code 001AQ1 as required for CTIs listed in Annexure A of Circular 24/2022-CUS.CBIC Circular 24/2022-CUS dated 28-11-2022, Annexure A (sl. no. 1 and sl. no. 2)
- 2Confirm compliance with Para 8(B) of the General Notes regarding Import Policy of the ITC (HS) and with Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 before shipment. - 3If the consignment originates outside the azo-dye-testing-exempt countries, attach a Pre-Shipment Inspection Certificate confirming absence of prohibited azo dyes. The most frequent error on this tariff line is treating wool noils as a standard textile input and overlooking the Hazardous Waste Rules overlay that applies to all waste-category imports. An importer who presents only the AQCS Health Certificate without confirming Para 8(B) compliance and the Rules 12 and 13 procedural requirements risks consignment detention and ground rent accumulation at port, because the customs proper officer is required to verify both the PGA clearance and the waste-import policy compliance before granting out-of-charge.
