- 3Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. The most frequent error on this tariff line is conflating the AQCS veterinary-clearance documents with the DGFT textile-dye compliance requirement, and uploading only one set. All three e-Sanchit uploads — 853AQ1, 001AQ1, and 6360AQ — are independently mandatory; a missing document code at the bill-of-entry stage triggers detention pending AQCS NOC, with demurrage accruing at the port of import. The azo-dye PSIC exemption for listed countries applies to dye-testing only; the AQCS health and laboratory certificates remain compulsory regardless of origin.
