HSN 5101 11 00 (Shorn wool) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, including a Veterinary Health Certificate and Laboratory Certificate of Analysis, under the livestock import framework. The Directorate General of Foreign Trade (DGFT) imposes a Pre-Shipment Inspection Certificate requirement for absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

- 1Upload the Veterinary Health Certificate issued by the exporting country's competent authority under document code 853AQ1 in e-Sanchit before filing the bill of entry. - 2Upload the Laboratory Reports or Certificate of Analysis (document code 001AQ1) and the Health Certificate (document code 6360AQ) in e-Sanchit. - 3Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. The most common error on this tariff line is conflating the AQCS Health Certificate (document code 6360AQ) with the Veterinary Health Certificate (document code 853AQ1) — they are separate instruments with separate document codes, and the omission of either triggers detention at the port pending e-Sanchit correction. Additionally, importers sourcing from origins outside the nine exempt countries frequently omit the Pre-Shipment Inspection Certificate for azo dyes, treating raw wool as outside the textile-articles testing regime; customs treats the omission as a General Note 10 non-compliance, attracting consignment hold.
