Compliance steps
  1. 1
Upload the Veterinary Health Certificate issued by the exporting country's competent authority under document code 853AQ1 in e-Sanchit before filing the bill of entry. This certificate is mandatory for CTIs listed in Annexure A (sl. no. 1) of CBIC Circular 24/2022-Cus dated 28-11-2022 and must be current at the time of out-of-charge.
CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A (sl. no. 1)
  2. 2
Upload the Laboratory Reports or Certificate of Analysis (document code 001AQ1) and the Health Certificate (document code 6360AQ) in e-Sanchit. The Certificate of Analysis covers the CTIs in Annexure A (sl. no. 2) of Circular 24/2022-Cus; both documents must be uploaded before the proper officer grants out-of-charge.
CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A (sl. no. 2)
  3. 3
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must comply.

A word of counsel

The most common error on this tariff line is conflating the AQCS Health Certificate (document code 6360AQ) with the Veterinary Health Certificate (document code 853AQ1) — they are separate instruments with separate document codes, and the omission of either triggers detention at the port pending e-Sanchit correction. Additionally, importers sourcing from origins outside the nine exempt countries frequently omit the Pre-Shipment Inspection Certificate for azo dyes, treating raw wool as outside the textile-articles testing regime; customs treats the omission as a General Note 10 non-compliance, attracting consignment hold.
