Greasy or otherwise untreated wool, not carded or combed
HSN 5101 19 00 (Wool, not carded or combed — other) is subject to Animal Quarantine and Certification Services (AQCS) clearance requiring a Veterinary Health Certificate and Certificate of Analysis under Circular No. 24/2022-Cus dated 28-11-2022. The Directorate General of Foreign Trade (DGFT) additionally mandates a Pre-Shipment Inspection Certificate covering prohibited hazardous dye absence under General Note 10 of the ITC (HS) policy.

- 3Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying absence of prohibited hazardous azo dyes. The most common error on this tariff line is treating the Veterinary Health Certificate and the Health Certificate as interchangeable documents. They carry distinct document codes — 853AQ1 and 6360AQ respectively — and both must be uploaded separately in e-Sanchit; absence of either is sufficient grounds for detention at the port of import. Additionally, the azo-dye PSIC exemption applies only to the listed nine countries; importers sourcing from any other origin who omit the test report face consignment hold pending PSIC production.
