Compliance steps
  1. 1
Obtain a Veterinary Health Certificate issued by the competent authority of the exporting country and upload it in e-Sanchit under document code 853AQ1 before filing the bill of entry. Separately, upload the Laboratory Report or Certificate of Analysis under document code 001AQ1, as required for CTIs listed in Annexure A of Circular No. 24/2022-Cus dated 28-11-2022.
CBIC Circular No. 24/2022-Cus dated 28-11-2022 · Annexure A (sl. no. 1 and sl. no. 2)
  2. 2
Ensure the Health Certificate (document code 6360AQ) is uploaded in e-Sanchit prior to out-of-charge. The proper officer will verify this upload on PGA-facilitated bills before granting clearance.
CBIC Circular No. 24/2022-Cus dated 28-11-2022
  3. 3
Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.

A word of counsel

The most common error on this tariff line is treating the Veterinary Health Certificate and the Health Certificate as interchangeable documents. They carry distinct document codes — 853AQ1 and 6360AQ respectively — and both must be uploaded separately in e-Sanchit; absence of either is sufficient grounds for detention at the port of import. Additionally, the azo-dye PSIC exemption applies only to the listed nine countries; importers sourcing from any other origin who omit the test report face consignment hold pending PSIC production.
