HSN 5101 29 00 (Other wool, not carded or combed) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, with a mandatory Veterinary Health Certificate and Laboratory Report uploaded in e-Sanchit at the bill of entry. The Directorate General of Foreign Trade (DGFT) imposes a Pre-Shipment Inspection Certificate requirement for absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

- 1Upload the Veterinary Health Certificate issued by the exporting country's competent authority (document code 853AQ1) and the Laboratory Report/Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. Both are mandatory for wool CTIs listed in Annexure A of Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A (sl. no. 1 and sl. no. 2)
- 2Ensure the consignment is accompanied by a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. The most common error on this tariff line is treating the AQCS Veterinary Health Certificate (853AQ1) and the azo-dye PSIC as interchangeable or as covering the same compliance obligation — they are independent requirements from separate regulatory tracks. A consignment carrying a current AQCS Health Certificate but no PSIC will be detained for the textile-safety deficiency, and vice versa. Importers sourcing from origins outside the nine exempt countries must budget laboratory testing time before vessel departure, as a missing PSIC cannot be remedied after arrival.
