HSN 5101 21 00 (Shorn wool) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, requiring a Veterinary Health Certificate and a Laboratory Certificate of Analysis before import is permitted. The Directorate General of Foreign Trade (DGFT) additionally mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Both clearances must be uploaded in e-Sanchit before customs out-of-charge.

- 2Ensure the consignment is accompanied by a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes including azo dyes. The most common error on this tariff line is conflating the AQCS Health Certificate (document code 6360AQ) with the Veterinary Health Certificate (document code 853AQ1) — these are two distinct instruments with distinct document codes and must both be uploaded independently in e-Sanchit. Submitting only one results in consignment detention at the port of import, as the proper officer's verification checklist treats each code as a separate mandatory field. The PSIC obligation is a parallel and independent textile-regime requirement that does not discharge the AQCS sanitary clearance.
