HSN 5007 10 00 (Fabrics of noil silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The country-of-origin exemption from azo-dye testing is frequently misread as a blanket PSIC waiver. The exemption covers azo-dye testing only; other hazardous-dye parameters under General Note 10 remain applicable regardless of origin. An importer sourcing noil silk fabrics from an exempt country who presents no test report at all — on the assumption that the exemption removes all PSIC obligations — risks consignment detention at the port of entry.
