Woven silk sarees, high-purity silk woven fabrics
HSN 5007 20 10 (Sarees) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country certifying the absence of prohibited hazardous dyes. This requirement applies under General Note 10 of the ITC (HS) Import Policy, with an azo-dye testing exemption available for imports from nine named countries only.

The most common error on this tariff line is treating the azo-dye exemption for listed countries as a full waiver of the PSIC requirement. The exemption covers azo-dye testing only; the PSIC confirming absence of all other prohibited hazardous dyes remains mandatory even for EU, Japanese, or Australian origin consignments. Consignments presented without a valid PSIC are liable to detention at the port of import pending documentary rectification.
