Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Silk and Rayon Textile Research Institute (CSRTI) laboratory, confirming the absence of prohibited hazardous dyes including azo dyes. This document must be available at the bill-of-entry stage.

  2. 2
Verify whether the country of origin qualifies for the azo-dye testing exemption. Testing for azo dyes is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; a PSIC covering other hazardous dyes and composition parameters remains mandatory regardless of origin.

A word of counsel

The most common error on this tariff line is treating the azo-dye exemption for listed countries as a full waiver of the PSIC requirement. The exemption covers azo-dye testing only; the PSIC confirming absence of all other prohibited hazardous dyes remains mandatory even for EU, Japanese, or Australian origin consignments. Consignments presented without a valid PSIC are liable to detention at the port of import pending documentary rectification.
