- ITC (HS) policy compliance declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for PIMS registration at https://imports.gov.in not earlier than the 75th day and not later than the 5th day before the expected date of arrival. Pay the registration fee of ₹500 to obtain the automatic Registration Number. The Registration Number remains valid for 75 days and permits multiple bills of entry for the permitted quantity within that validity period.DGFT Notification 11/2015-2020 dated 25-05-2022
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs clearance of the consignment is conditional on the Registration Number being quoted correctly; a missing or expired number will block out-of-charge.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing as an SEZ, FTWZ, or EOU unit, obtain PIMS registration at the point of entry into the zone. A DTA unit receiving goods from an SEZ/FTWZ/EOU without processing does not require fresh PIMS registration; however, if the 8-digit HS code changes due to processing, the DTA importer must register independently under PIMS if the processed item falls within a covered tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most frequent error on this tariff line is applying for PIMS registration too close to the expected arrival date or after the vessel has sailed. The registration window closes on the 5th day before expected arrival — registration submitted after that threshold is invalid, consignment clearance is blocked, and demurrage and ground rent accrue while a fresh registration cycle is awaited. The 75-day validity also means that registration secured prematurely — more than 75 days before arrival — will expire before the bill of entry is filed, requiring a second application and a second fee.
