Paper patterns for leather footwear, garments and goods
HSN 4823 90 16 (Patterns made of papers for leather footwear, leather garments and goods) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy under ITC (HS) 2022 Chapter 48 is Free subject to PIMS registration, and importers must obtain an automatic Registration Number before the consignment arrives.
- PIMS Registration Number from DGFT
- Bill of Entry declaration to CBIC
- ITC (HS) policy compliance
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for PIMS registration online at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival. Pay the registration fee of Rs. 500 to obtain the automatic Registration Number, which remains valid for 75 days from grant.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of customs filing. Multiple bills of entry are permitted under the same Registration Number within the validity period for the permitted quantity; failure to quote the Registration Number prevents customs out-of-charge.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If the consignment is imported into an SEZ, FTWZ, or by an EOU, obtain PIMS registration at the point of entry into the SEZ/FTWZ/EOU. A DTA unit clearing the goods from SEZ/FTWZ/EOU without processing does not require fresh PIMS registration, but if processing changes the 8-digit HS code to another PIMS-covered tariff line, a new DTA registration is mandatory.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most common error on this tariff line is misjudging the application window: importers who apply for PIMS registration on or after the 4th day before expected arrival find the system will not accept the application, leaving the consignment unable to obtain customs out-of-charge and liable to demurrage and ground rent. Note that the 75-day validity runs from the date of Registration Number grant, not from the date of bill of entry — a Registration Number applied for early in a procurement cycle may expire before the vessel arrives if the shipment is delayed.
