HSN 4823 90 15 (Paper cone for loud speaker) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free, but the PIMS registration number and its expiry date must be entered on the bill of entry before customs clearance is granted.
- PIMS Registration Number from DGFT
- Bill of Entry declaration to CBIC
- Online registration certificate from imports.gov.in
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register under the Paper Import Monitoring System at https://imports.gov.in by paying the registration fee of ₹500 and obtaining an automatic Registration Number. The application window opens not earlier than the 75th day and closes not later than the 5th day before the expected date of arrival of the consignment.DGFT Notification 11/2015-2020 dated 25-05-2022
- 2Enter the PIMS Registration Number and its expiry date on the bill of entry at the time of filing. The registration is valid for 75 days from the date of grant, and multiple bills of entry for the permitted quantity may be filed against the same registration number within that validity period.DGFT Notification 11/2015-2020 dated 25-05-2022 · DGFT Policy Circular 41/2015-2020 dated 05-07-2022
- 3If importing as an SEZ, FTWZ, or EOU unit, obtain PIMS registration at the point of import into the zone. A DTA unit clearing unprocessed paper from an SEZ/FTWZ/EOU need not re-register under PIMS, but if the item has undergone processing with an 8-digit HS code change, fresh PIMS registration is required if the processed item falls under a PIMS-covered tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is missing the registration window: the PIMS portal permits application from day 75 to day 5 before the expected arrival date, and a consignment arriving without a valid Registration Number entered on the bill of entry is liable to detention at port — the automatic-registration mechanism does not cure a lapsed or missing PIMS number at clearance. Importers operating through SEZ/FTWZ/EOU structures must also assess whether downstream DTA clearance of processed goods triggers a fresh PIMS obligation if the 8-digit HS code changes post-processing.
