Packing and wrapping paper under PIMS registration
HSN 4823 90 13 (Packing and wrapping paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT), operative for all bills of entry filed on or after 1 October 2022. Import policy is Free subject to PIMS registration, requiring advance submission of importer information at imports.gov.in and payment of a registration fee of ₹500 to obtain an automatic Registration Number valid for 75 days.

- 3If importing as a unit in an SEZ, FTWZ, or as an EOU, obtain PIMS registration at the point of import into the zone. The most common error on this tariff line is applying for PIMS registration too late. The window closes on the 5th day before the expected date of arrival — a vessel that departs without a valid registration in hand exposes the importer to detention and demurrage while awaiting registration, because no retrospective or post-arrival registration is provided for under PIMS. Track the consignment's ETA rigorously and apply no later than day 5 to preserve the clearance timeline.
