HSN 4823 90 11 (Braille paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022, which revised the import policy for 201 paper tariff lines from Free to Free subject to PIMS registration. The Registration Number and its expiry date must be entered on the bill of entry to enable customs clearance.

- 1Apply for PIMS registration at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival. - 3If importing into an SEZ, FTWZ, or as an EOU, obtain PIMS registration at the point of import into the zone. The most common error on this tariff line is mis-timing the PIMS registration application — applying too early (before the 75-day window opens) invalidates the registration for that shipment, while applying after the 5-day cut-off leaves the consignment without a valid Registration Number at arrival, triggering detention and demurrage. The 75-day validity of the Registration Number is fixed; if vessel departure is delayed beyond the window, a fresh application and fee payment are required before the bill of entry can be filed.
