HSN 4823 61 00 (Of bamboo) is subject to compulsory registration under the Paper Import Monitoring System (PIMS), administered by the Directorate General of Foreign Trade (DGFT), as a condition of the otherwise Free import policy under Chapter 48 of the ITC (HS) 2022. Importers must obtain an automatic PIMS Registration Number via the online portal at imports.gov.in by paying a registration fee of ₹500, and enter that number and its expiry date in the bill of entry to obtain customs clearance.

The most common error on this tariff line is misreading the 75-day application window: importers who apply too early — more than 75 days before expected arrival — find their registration has expired before the vessel berths, while those who apply fewer than 5 days before arrival cannot lawfully file the bill of entry. The Registration Number and its expiry date are mandatory fields in the bill of entry; a bill of entry filed without these fields will not obtain customs out-of-charge, and ground rent and demurrage begin accruing immediately.
