Paper stationery boxes, pouches, wallets and writing compendiums
HSN 4817 30 90 (paper stationery boxes, pouches, wallets and writing compendiums) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. The import policy is Free subject to PIMS registration, which requires advance submission of consignment details and payment of a ₹500 registration fee to obtain an automatic Registration Number valid for 75 days.
- PIMS Registration Number from DGFT
- Bill of Entry with Registration Number and expiry date
- Registration fee receipt from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS portal at https://imports.gov.in not earlier than the 75th day and not later than the 5th day before the expected arrival date of the consignment. Pay the ₹500 registration fee; the automatic Registration Number issued is valid for 75 days and permits multiple bills of entry for the permitted quantity within that validity period.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022, Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs clearance (out-of-charge) will not be granted without a valid Registration Number entered on the bill of entry; a lapsed or missing Registration Number renders the consignment liable to detention.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing into a Special Economic Zone, Free Trade and Warehousing Zone, or as an Export Oriented Unit, obtain PIMS registration at the point of entry. A DTA unit taking clearance from an SEZ/FTWZ/EOU requires fresh PIMS registration only if processing has changed the 8-digit HS code to a tariff line covered under PIMS.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most common error on this tariff line is applying for PIMS registration too close to the expected arrival date — the window closes on the 5th day before arrival and there is no provision for late or retrospective registration. A consignment arriving with an expired or absent Registration Number is detained at port, accruing demurrage and ground rent, with no mechanism for post-arrival regularisation; the importer must re-export or seek DGFT dispensation, neither of which is straightforward for perishable or time-sensitive stationery orders.
