HSN 4817 30 10 (Writing blocks) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT), operative from 1 October 2022 under DGFT Notification 11/2015-2020 dated 25 May 2022. The most common error on this tariff line is applying for PIMS registration too late — importers frequently file after the 5-day pre-arrival deadline, rendering the Registration Number unavailable at the bill of entry stage and triggering consignment detention at port pending regularisation. The 75-day validity window is not extendable, and a consignment arriving after expiry requires a fresh registration before out-of-charge will be granted; demurrage and ground rent accrue in the interim.
